I thought you had to pay for extra luggage and duty on anything before they would load it on the plane. This person has asked me to help him. I%26#039;ve sent him money by western union to greece customs but they keep asking for more.

This sounds like a scam - beware! Ebay advises against using Western Union for money transfers as it is not a secure site.
Who is this person who asked you to help?
Why not find out the address of the Greek Customs via a Google search and contact them? You could also go to the British Embassy here in London for help.
